Report a translation problem
Can you check which DLC you owned? Is it the one with upgrade in the title or the base game or the $99 listing with all the DLC? Trying to get an idea of what people are buying and having issues with so that we can tell Steam. Thanks!
In my DLC list I've got D2 TFS + Annual Pass, D2 TFS + Annual Pass Upgrade and also the emote and exotic weapon.
But then on my character screen to unlock prismatic, or to start the quest line from the new starting zone it prompts me to buy it again! No way!
Hope this issue gets through to someone since Steam say go to Bungie Support and Bungie say go to Steam support! Grr!
The one listed as "Upgrade" does not give you access to the expansion or content, for some reason. Try to get a refund from steam for misleading advertising or something if you can.
I think a lot of people solved that issue already. The issue now is if you buy the $100 TFS + Annual Pass listing on Steam, you STILL are stuck without TFS.

I bought the $100 edition on release through a code via GMG, and it is playable fine.
In my Steam it shows me owning:
Destiny 2: The Final Shape
Destiny 2: The Final Shape + Annual Pass
Unlike the OP, The Destiny 2: The Final Shape + Annual Pass Upgrade entry is NOT owned.
Yeah I just tested it and the issue is definitely with Steam's distribution
