ive opened like 20 of these things and not a single piece of armor am i missing something?

Armour comes from the micah-10 missions not the engrams sadly

You only get stuff from Ghost's vendor engrams if you already have gotten at least 1 of it before. If you don't have an item, just popping engrams will NEVER give it to you.
