Stuck at Step 31?

I dunno if i'm doing something wrong, i'm at step 31 of 34 for the campaign but I am seemingly locked behind some kind of progress requirement, I don't understand how to progress it. The % doesn't appear to be increasing, am I doing something wrong? I am forever at 64%, I have tried googling but cannot find anyone else asking the same question. Does anyone else know what I am meant to be doing, i've just been doing side quests related to Final Shape... Help?

To complete the final shape story you have to complete Edge of Salvation raid which is not out yet

If and when the raid is completed a last campaign step becomes available to everyone.

Ah, that's better. I wasn't about to dive into raiding right away (if ever). Raids take too GD long.

Ah, I see - So I just wait until the raid is completed then I can complete the campaign. Got it.
