You have GOT to be joking. You want to start out at a light power level where everything you shoot just says immune? The things you fight are 1900 or more.
Did you even play red war?
Maybe you should rethink what you just posted, the zone levels weren't base on your level? Sounds about like now (well Lightfall tends to make things a bit over your level and I suspect Final Shape too). New player goes into lost sector, and finds it's a bit tough, because that place is over their level a bit. Guess what, it was back on BNet where I ran into the immune thing, because I joined someone who much higher level and I was useless. Yes, I played Red War, it kind of sucked. Do you NOT remember the days of the forum full of "this game is dying" and "Forsaken saved the game"?
When you started Red War, you were what the base level was at the time, over time the numbers have gone up, but it's still the same thing, you start at the bottom, 1900 is the bottom now.

And I answered it. See, you jump right to insults, you know what they say about that, as soon as you resort to insults, you've lost.
Yes, once it did have a very traditional system, where the next campaign location in the chain had a higher power threshold and where the enemies would be much more dangerous if you were too far below. But even back then, 'over levelling' was never a thing, your effective power was always capped at, or a little above the 'recommended' power for the area/activity. That kept 'low level' areas relevant for experienced players, and let players of any power play together.
Nowadays...they've expanded on that philosophy, and that new players should be able to get into whatever content that want, as soon as they feel ready for it. That means not restricting new content behind a considerable grind on old content, just to claw up to the current power level.
So I'd say, don't worry about it at all. Don't try to keep it low for any reason, don't struggle to raise it unless it is something it will actually help with (Legend and Master lost sectors are scaled so most players will be underlevelled, but like other Legend or Master content this is not enforced with an actual power cap, so excess power does help if you feel you need it).

Red War started you out at 10 after the initial mission (which you were at 100 before Ghaul seals the traveler).
