They charge you extra for dungeons and they arent included in these DLC packs so they can charge you in game . Its why everyone feels compelled to buy Annual pass editions on release of new DLC

Its so scummy. My advise is ignore the dungeons and if you REALLY like the game and hate being locked out the dungeons then you can get the dungeon keys in the in game store with silver.

This content pack includes the standard editions of Lightfall and The Witch Queen, along with the Beyond Light Pack, Shadowkeep Pack, Forsaken Pack, and 30th Anniversary Pack.

In case you don't understand, it has all dungeons other than the one from Witch Queen and Lightfall.

You don't have to buy anything for your old gear to be un-sunset, they just are. All those things I dismantled LOL.
