As a new/returning player

I didnt play that m uch destiny, because when I started I was confused. I want to give it another go, but aain confused where to start...last time I was doing the base campagin/story I guess, RTed War? I do own, shadowkeep, beyond light and witch queen. If I return and start a new character, can I start at the base game or should I go directly into the first expac? Mostly interested in a solo/campaign experience

Go straight to shadowkeep. Red War up till Forsaken are not in the game anymore.

Red War, Curse of Osiris, Warmind, and Forsaken campaigns have all been vaulted and can no longer be played. Thus the only campaigns you can do are the ones tied to non-sunset expansions; Shadowkeep, Beyond Light, Lightfall and, if you purchased it, The Final Shape once that launches tomorrow.

From my perspective still plenty of remaining story and solo elements to explore. The totality in which story elements unfold are not presented in an intuitive or cohesive manner due to systemic vaulting of paid content over the years.

If I start in Shadowkeep, will i be severely undergeared and struggle?

Just purchase The Final Shape its the newest expansion comes out tomorrow 6/4. Servers are down anyway until then.
Then once you beat that campaign for The final shape and get all you powerfuls for the week. Then you go back and play the older content (Forsaken, Shadowkeep, beyond light, witch queen, Lightfall)

No, as they raise your gear's base light level at the start of each new expansion you will be going into Shadow keep at level pretty much.

Dont waste time on old content, when new stuff is out. Then new stuff for Final shape gives you all the gear to get you to max light as long as you play every week. AKA max level in the game. you don't have to make new character if you have one created. If you do you can skip the intro crap.

Some folks believe their paid content shouldn't be stolen, regardless how minute the content may feel to others, It may not be a waste of time for them, as it is their content their time, and they may very well choose to spend it doing whatever they want. Folks gotta stop telling people what to waste their times on.

The amount of FOMO this game seethes is beyond the light indeed.
