Yes, the Annual Pass upgrade will become available after the release of the expansion. Or you can buy the episodes individually, for 1500 silver each

On the Final Shape DLC page it says the standard edition will come with the first episode which will be "Echoes", as Horn said after the release we should see an extra dlc that will be the Annual Pass upgrade that will allow you to upgrade from the Standard to the Annual pass edition, giving you access to the other episodes when they release. i'm pretty sure it will be cheaper than buying the episodes later on with silver but i could be wrong.
