Shader pre-compile needs to be a thing in Destiny 3.
This game is a whole mess on AMD GPUs when it comes to the shaders after every driver update. You have to deal with stutters for hours upon end until every shader is stored. I will rather wait 10 - 30 minutes than having a stuttering mess for hours upon end while playing. Fortunately for Nvidia though, they don't seem to suffer from this.

If anyone has a solution to this (Don't be a smartass and say get a Nvidia GPU) I will greatly appreciate it.

In a match so I am sorry for this. Specs are in my profile. no OCs are enabled. SAM is disabled but I have everything enabled for it in BIOS. I play on 1440p (144 HZ as well.) Pretty much everything set to default in BIOS (MOSTLY)

Since you have 4000mhz ram you will have to set XMP then select a lower ram speed with voltage at 1.350v 3600mhz preferred, Ryzen 5000 series has issues with anything above 3600mhz.

Next you will want to do a complete driver uninstall using DDU which can be found from guru3d site, watch a video on how to do it properly. Download the latest Adrenalin version and the x570 chipset drivers directly from AMD's site but don't install them till you DDU and remove the old drivers, make sure you set the stop windows from updating driver in the DDU menu at the bottom.

Once you get the driver and chipset driver installed go into Adrenalin set frame rate limit to 143 and turn freesync on, sometimes it might have to be turned on on the panel itself, of course this is if your panel supports it. Don't use Radeon chill use the frame rate limiter in Adrenalin.

It would also be wise to do a windows optimisation, I recommend Tech Yes City's optimisation video just use the most latest one, he has one for AMD Radeon as well.

Edit: I noticed the stutters go away (more or less) when I am on the latest AMD driver set but the issue with that is the fact that CoD (MW3) seems to hate AMD drivers and the most stable driver that CoD seems to not freak out over is one from 2023. Performance is overall interesting in this game. I notice drops down to 60 at times in fights and crucible can never maintain a stable 144 frames despite it being extremely undemanding. I understand the drops to 100 and stuff though in the open world as that is expected to me. Feels as if the game isn't completely utilizing my 6950 XT and 5900X. I DDU'd several times already as well.

I appreciate it! I'll try this and mark down my performance and go from there. My system is able to push out 4000MHZ just fine on my ram (which is nice.) but I know the performance increase to decrease from 4000MHZ to 3600MHZ is little to none. Enjoy your experience in The Final Shape, guardian!

Thank you. Solution worked. No more stutters at all and my cpu and ram are now coupled, but my performance is still questionable. I am just gonna imagine D2 is not the most optimized game in terms of high frames. Keep in mind high frames to me is over 200 so hitting 100 frames is enough to drive me over the edge. Ignore my spoiled nature. Performance is likely fine lol.

You are most welcome. Its not optimised very well it also has a memory leak issue but you should be able to hit your monitors refresh rate. If you cap it at 143 you should rarely drop under around 135 max settings motion blur off during gameplay.
