But to make it as short as possible:
Shadowkeep, Beyond Light and The Witch Queen is currently open access to everyone until 3th June.
So new players has a bunch of free content to play right now that are otherwise behind a paywall and to see if they think it's worth to pay for the other DLC's.
Long story:
When The Final Shape comes out on the 4th June, Shadowkeep and Beyond Light will become free for all players.
What's left to buy is Forsaken Pack (No Campaign, but Exotic Weapons, Exotic Armors, a Dungeon and a Raid), The Witch Queen, Lightfall and The Final Shape.
I assume Bungie will update the Legacy Collection at some point to remove Shadowkeep and Beyond Light from the list since it will become free and add Lightfall to the Legacy Collection.
I doubt they will add Forsaken Pack to the Legacy Collection since it's already a seperate purchase (DLC).
To point out the most important informations:
After the release of Final Shape developers promised to release a new Legacy Collection 2024, which will include:
Destiny 2: Lightfall
Destiny 2: The Witch Queen
Destiny 2: Bungie 30th Anniversary Pack
Destiny 2: Beyond Light Pack
Destiny 2: Shadowkeep Pack
Destiny 2: Forsaken Pack
Oh yeah, I forgot to mention that if you like endgame content in the form of dungeons, Witch Queen and Lightfall dungeons are not included in any bundles and are sold separately in the in-game store for silver. There are 4 of these dungeons and they are sold in pairs, 2 dungeons from Witch Queen and 2 dungeons from Lightfall. For all this the developers are asking you to pay 4000 silver, which is approximately equal to 40 bucks?
So, if the expansions are being sold at a discount now, I would still recommend buying Lightfall + Annual pass rather than just Lightfall, so you wouldn't have to overpay for the dungeons later.
Also about the gear - make sure the do class quests and I think go to "Into the Light" section in Destinations - I'm bad at explaining this, but you will get 1800 gear instantly, so it's super easy to play harder content and get better gear from activities.
I don't personally think that's a good plan, you can almost bet the collection will be $60.00. Greenmangaming has the legacy collection for $10.20 and the Armory Collection for $5.10 and Lightfall + Annual Pass (for the dungeon key that will cost 2000 silver later) for $17.00.
