I was going to cross save from pc to my ps4 but when I realised this , I didn't bother .
Sony doesn't want people to buy the DLC on XBox Live and play it on their platform without them getting a cut. Likewise Microsoft doesn't want people buying the DLC on PSN and playing it on their platform without them getting a cut.
Then especially so, neither of them want people to cross-save to a Steam account they'll never really use, except to take advantage of the more generous Steam sales (or grey market..) to buy the DLC here and then play on their preferred platform, bypassing the higher fees there.
