How does this work exactly? I'm kinda confused

Deposit all your medals first, then open inventory and press F on the package

I've only received one so far, after the first focus activity timer, and ever since, have been on my hunter, participated in the focused activities, deposited medals, and I haven't gotten another one since... I dont get it...

I just skipped this part entirely and a bud and I went straight for the top 10% nightfall objective, it was a lot less hassle

Yeah, me too, I pledged hunter and ran at least two nightfalls when it was the focus event, no package. Have not gotten a single package, even when the focus was strikes.

best i was able to get at 214k score was top 20% lmfao but that was pub'd

I did it private with a friend, taunt-finishing all the yellow bar enemies. We missed quite a few but we still ended up with 283k
