Is Guardian Games challenge "Worlds Championship Tour" bugged?

It states "Complete activities on Destinations such as Blind Well, Altarrs of Sorrow, Empire Hunts, Wellspring, Partition, and Terminal Overload". I've been in Neomuna and done about 3 full clears of Terminal Overload back to back and it's still at 0%. Also I did have my Guardian Games bond equipped as well if that matters.

Yeah I tried Terminal Overload too it didn't work so I did Wellspring that counted
