the community always points out the best rolls on any weapon.
https://www.light.gg/db/items/2742838701/dire-promise/
you will see "the best rolls" on the dire promise handcannon when you scroll down a bit.
to answer you question:
high cal rounds is good roll, alloy magazine not so much.
both scopes are good.
as to snapshot and range finder.... kind of meh.
i would bin it to be fair...
but like i said, go over to light.gg for any weapon, when you search for one, DO NOT FORGET to apply filter, as just pressing enter will give you no results at all :D
Snapshot and Rangefinder are both top or near top PvP perks. Being able to sight in faster without wasting armor mods on that as well as not only a range bump but a zoom bump from Rangefinder are good things.
High Cal for increased flinch can make a difference in a gun fight, especially against other HCs or Snipers.
Finally Steady Hand is pretty good sight in the current meta for HCs.
The only things I would change are maybe Opening Shot instead of Snap and Ricochet Rounds instead of High Cal. But until then I would use that roll. Question? What is the Masterwork on it?
