Are exotic rotator red border drops account wide or character based?

It feels like I'm only able to get a max of 2 or 3 red borders every week from the rotator missions. A friend of mine said its character wide so I should get atleast 2 red borders per character but doesnt seem to matter if I switch my characters or not. I've done prisage this week 9 times and have only gotten 3 red borders.

2 from doing my first run on legend, and 1 from doing my 2nd run on normal. Not a single red border in the other 7 runs in a row.

I even learned how to do the skate outside the map trick to bypass the boring walking puzzle to save 15 minutes per run. Still no red borders.

Red Border drops are neither account or character based, you just have bad luck

Well then what are the red border drop rates per completion? I only ever get a max of 3 red borders per week no matter how many runs I do, and they always come from the 1st run on legend and 2nd run on normal
