A Spark of Hope Bug

I am a new Player Trying to complete "A Spark of Hope" Have visited everyone, Have deleted Quest and replaced it again, Hitting Tab it shows "The Guardiian Rises" is complete and yet I have no way so far to complete "A Spark of Hope" Any help would be appreciated, Thank you for any help in Advance..

after talking to the vendors in the tower it should say to talk to devrim kay in the edz(earth) and he will tell you to complete 3 lost sectors, on the map its the symbol that looks like 2 domes with a dot in them, there are 3 close by.

When I try to goto edz it is grey and will not allow a mission there

im not familiar with this bug so i did some searching, people on bungie forums reported that making a 2nd character and running through the quest on that one will fix it. not really sure how to help other that that.
