Well is substantially better than bubble and always has been. The gap has only widened since they introduced a special weapon hard counter to bubble (conditional). If they reduced the DR from well or made vorpal work on people in the well so they can easily be sniped, then they would probably be similar potency, but still OP
Issue is Bungie is incapable of just nerfing pvp and not pve. Any nerf to well would lead to immediate revolts. Bungie made their own double edged sword and now have to live with the consequence.
Techniclly it is seperate, but in practice it does not feel so most of the time.
correct me if im wrong, but there is an aspect which gives you more meelee damage and range for having an overshield, and an aspect which buffs the scatter grenades to make targets volatile, boosting its damage potential.
not to mention the barricades which instantly make targets one-shot, also bubble and well are both tier 4 supers as far as i know, so the cooldown should be similar
