I agree that this is a problem that happens through out the game, that Bungie never implements any form of RNG protection to drops. Like with legend lost sectors for example: The exotic drop rate is around 24%, and it does work out that way if you gather the results over a long time. But because there is no RNG protection you could do (and I have) 20+ runs and get nothing and then the next day get 4 exotics back to back on your first 4 runs. Or a friend from my clan has a total of 27 clears of Vow of the Disciple raid ans still hasn't got Collective Obligation to drop.. I got it on my 2nd run.
I'm not suggesting that they should necessarily do this for things like raid or dungeon loot but they should make it so as after each attempt to get something which has a LIMITED TIME to acquire (such as season mementos) that there is a small boost to the odds after each attempt. I don't know what the memento odds are but for examples sake lets say it's 10%, after each failed opening the odds increase by something small like 2%.
I am roughly getting one every 10 boxes.
U need to clear the quest and u can only have one of them.
Check your post master and the crafting station - you have one and can't get a second one unless you use it
