No, the Epic Games Store and Steam versions are different.
DLC is licensed by the platform, not by Bungie. When you purchase a DLC, you are purchasing a license to access that DLC on that platform. This is how DLC has worked for years and is not an issue exclusive to Destiny 2 or Bungie.
Cross Save does not transfer licenses to other platforms, nor does it grant entitlements to DLC on other platforms. If you wish to access specific DLC on other platforms, you must purchase it.

Exactly, your progress and gear will be on both, but to do Forsaken content you must do so on the platform you got it on. So two installs and ping pong them to play it all. EGS is hoping people will buy the other content on EGS.
I would have suggested getting that pack on Steam for $20.00 and having one installation.
