IE: You buy Lightfall on Steam, you will not have access to it on Epic.
DLC is licensed by the platform, not by Bungie. When you purchase a DLC, you are purchasing a license to access that DLC on that platform. This is how DLC has worked for years and is not an issue exclusive to Destiny 2 or Bungie.
Cross Save does not transfer these licenses, nor does it grant entitlements to any DLC purchased on any other platform. If you wish to access that DLC on a different platform, you will need to purchase it.
If you set up cross-save between Steam and Epic, and pick Steam as the active account, then your Steam characters appear when you launch the game on both Steam and on Epic.
There's no need to 'transfer back and forth', basically when you're logging in through Epic, you're playing your actual Steam characters, and anything they earn on Epic, any change made on Epic, is reflected when you launch on Steam.
So, yes, you can freely jump between platforms, to play content owned on that particular platform. Go on Epic to play the legacy pack, and all of the items will be usable on Steam even if you don't own the parent DLC on Steam. The big exception I'd like to mention is the Stasis and Strand subclass. These are locked to Beyond Light and Lightfall ownership respectively. If you do not own Beyond Light on Steam, your characters will be unable to access the Stasis subclass on Steam.
