Heroic version is bugged and provides the least amount of progress, do Tier 2 so nobody can trigger heroic

I did a single tier 3 blind well and got 40% so.....dunno really

Bounties count towards EDZ's but not Dreaming City's challenge.

Tier 3 gives the highest but if someone triggers 'Heroic' Tier 4 from there, you get next to nothing instead. If you do Tier 2, then you'll get less than an actual Tier 3 completion, but no one can turn it into the low-scoring heroic version so that amount of points is guaranteed.

YOU HAVE TWENTY EIGHT WEEKS TO COMPLETE IT

two heroic blind well (for the weekly bounty) every week is EASILY enough to complete it
