How to spawn 2 Tangles?

So, basically I found out that there's this specific fragment in Strand in which we call Thread of Transmutation. My question is, if I'd use this fragment is it possible for me to spawn Tangles with a separate cooldown, or the proc either from my ability or weapon are still tied to the one 12 secs cooldown?

It is still tied to the cooldown I believe, any time you make a tangle you'll get the timer for it. It is annoying, but at least it's not 15 seconds now lol.
