if i have Destiny 2: Lightfall + Annual Pass, how do i access Season 20 to be able to use the War Table? it says i need season 20 but the game i bought says it has 20-23 as part of it

Could you go to Neomuna, and check the holoprojector near Nimbus, it's close to the vault and postmaster terminals.
Could you also check to see if you have The Farm available on the EDZ map, and if you do, see if Mara Sov there has anything for you.
Lastly could you check the Quest Archive at the Tower for anything related to S20, something like 'We Stand Unbroken'.

All the season 20, 21 and 22 seasonal questlines are still available, as well as all of their related activities Defiant Battlegrounds, Deep Dive, Savathun's Spire, etc) and exotic missions (like Nord.Avalon for Vexcalibur).

Any reward tied to the questline or that comes from a seasonal triumph is available here and now to anyone who owns those passes.

The thing you do NOT get to do is level the 100-rank reward tracks from those seasons.
If you got Season of the Witch's up to Lv60, and then obtained a Season of the Witch season pass, you could claim all of the premium track items up to Lv60. But you could not level it past 60, you can only level Season of the Wish.

When you say 'all', if you meant even older seasons like Witch Queen's Risen->Haunted->Plunder->Seraph, no the questlines are no longer available and neither are the activities unless they've been moved into the Vanguard Ops/Nightfall rotation like Heist Battlegrounds.

I assume Lightfall Annual Pass edition will be available all the way until The Final Shape's eventual launch.
The last time we had a significant wait during Season of the Lost, Beyond Light's deluxe edition was withdrawn from sale all the way until Feb 22nd 2022, when Witch Queen launched.
