I have about 90+% or so of the shaders in the game, can't get 100% without buying the few money-only ones, but mostly yes, you can within reason collect them.
Trials of the Nine - Honors of the Nine, Gift of the Nine, Benevolence of the Nine.
Never been reissued since Y1.
Event Shaders - some are available from Eververse only during the related event. Others come from upgraded event cards that were only available during the event. I'll also add that since Festival of the Lost has ended, the Lost Memento is currently unavailable, along with its related shader, Twilight Keepsake.
Season Pass Shaders - each seasonal reward track has 2 and these do not get reissued.
Old Raid Shaders - shaders from the Leviathan raids and Scourge of the Past are no longer available.
Trials of Osiris - when each shader came out, they deliberately could not be unlocked in Collections. They came pre-applied on gear and dismantling did not unlock. Now Trials of Osiris does have a chance to give unlocked versions, but it may not apply to the latest shaders. Glorious Patina and Bloodline Feud are ones that can now be unlocked, maybe the same will eventually apply to Vizier Regalia and Cobalt Clash.
Miscellaneous stuff people might not even know - Small Luminance (charity shader), Terrachromia (code-redeemed, from Famitsu magazine) and 3 Connections (another code-redeemed shader from Chinese media site Bilibili).
Dead Zone Bark/Foliage? Ada has sold the equivalents from removed locations, but I don't think she's ever had the EDZ ones.
Shaders are one of the few things that you rarely have to buy.
