They changed their model after prophecy. Basically you get way more dungeons, and more stuff in each dungeon, but now you pay extra for them.
Shadowkeep has Pit of Heresy
Beyond Light has no dungeon (prophecy is free)
30th Anniversary has Grasp of Avarice
Witch Queen is when they started making dungeons separate with the key, which has continued with the Lightfall dungeon key and will with the Final Shape dungeon key.
The reason is that prior to the dungeon key system, dungeons were coupled with a DLC, and had no unique gear and were often just a longer non-matchmade strike with some mechanics.
Dungeon keys led to the release of 1 dungeon every 6 months, with better design, and unique gear, alongside Master Difficulty. They made more money, then spent that on more dungeons.
The issue is that while you can get the Lightfall dungeon key cheaper with steam sales on the annual pass, the Witch Queen dungeon key NEVER goes on sale, and stays at $20, when full entire DLCs go on sale for $5-7. Meaning 2 dungeons will cost more than 3 years of DLC.
Early this year, a month or so before the release of Lightfall, you could get the Witch Queen annual pass for $20, which included the dungeon key. You could get the DLC, and 4 seasons extra for the same price as what just the key is now.
Don't feel pressured at all to buy the dungeon keys, they are the least useful and most expensive DLC and are largely for completionists or dedicated players.
Glad you posted this. I was thinking of getting into the game, but saw all the DLC and had heard you also needed keys on top of it. Do you know if the Legacy Collection comes with dungeons other than Witch Queen?
The legacy collection contains shadowkeep, beyond light, and witch queen. So the only dungeon you get out of it is Pit of Hersey from shadowkeep. If you get the armory collection you'll get the forsaken pack and the 30th anniversary. So in terms of dungeons you would get the Shattered Throne from Forsaken, and the Grasp of Avarice from the 30th anniversary.
