It's because of Bounty Stacking, which is the practice of completing bounties and not turning them in until a certain time, and is used when new seasons/DLCs come out in order for people to skip the first 20 or so levels right off the bat and level up the seasonal artifact much earlier. Currently, a player can stack up to 189 bounties, but often only 180-183 as to not cause issues with maxed space. If this limit was removed, it would be possible to store, after enough weekly resets, every single possible bounty from every vendor, getting up to hundreds and hundreds of total bounties, allowing players to then skip even MORE progress right away.
The quest cap is used to prevent players from hoarding bounties for months and then dumping them for a big burst of XP whenever needed. 63 is quite a lot, after getting through a majority of the early quests you should never have issues with the quest cap, although it is often annoying early game.
it literally hasnt changed, you can have up to 63 bounties, just do your quests man.
