Common = Good chance, but still not guaranteed
Rare = Very high chance of getting that item. This is why you're getting Prisms often.
Also, you can get both rewards. The drop rates of each individual item has no impact on other items. You're just having bad luck with the RNG not dropping the current nightfall weapon.
Try using the discord lfg to do GM's and get yourself an adept. A lot of cool people on there that don't mind carrying a member of their fireteam. I've been pugging raids and I'm amazed at how many I've done this week alone. Bungies find fireteam is good to as long as you make it clear your there to learn.
Then your forever in heroic mode then since it's the only matchmade option. You have to do at least 3 to 5 runs to get one drop since it's uncommon.

Nothing is ever guaranteed (unless otherwise stated), that's why I said that.
No, rare is above uncommon. Think of Engrams, they go uncommon (white Engrams), common (green Engrams), rare (blue engrams), legendary (purple Engrams) and finally gold (exotic Engrams).
Same applies to the order of drop rates.
