Ahh okay, mine are turned both off as i don't need them on my pc either.. Since i've also bought a new pc couple of weeks ago, 4070 TI /I7-13700k. Vsync only shows up to 60 fps on my end while i have 2 144 hz screens..
You can always close down the game and verify files to see if that does anything, if it's a more technical problem than i can't really help you out since deep technical stuff is where my knowledge lacks..

Unfortunately, nope.. As i can't think of anything else, the only thing i could think off is either a software option holding you back or maybe.. Maybe a hardware option, which i find highly unlikely due to your pc being brand new..
The second link did actually show me that i forgot to do something myself as both of my monitors were set to 60 fps in the control panel.. I've put them up to 120 on the ultra HD function (Since there is one and a normal one up to 144hz).. The game looks really crisp now (Even better than before), kinda reminds me of playing wolfenstein the new order back in the day at a game convention before ithe game released.. Was a xbox stand from bethesda back then, the responsiveness i had playing wolfenstein is now the same as with destiny and probably other games.. So pretty much a nostalgia throwback to me :P
From advanced power settings, "minimum processor state" should be 100% (it will still throttle down when needed) and maximum should be 100% too.
Also could make sense to check PCI Express Link State Power Management and turn it off to see if it makes any difference.
NV control panel should have "prefer maximum performance" enabled.
You also need to make sure the CPU doesn't thermal throttle etc. Intel can get really hot and in such cases undervolting is a good solution.
Other than this it's hard to say without knowing some specifics about your system. D2 doesn't allow rivatuner overlay which makes hard to analyze what is actually going on.
I don't know about the specifics, but it also could be that D2 just won't run that well over 60 fps regardless of the hardware (I have never tried to run it higher than that).
Did you reinstall the driver? Set clean install?
by windows power plan - high perf. is enoug imo.
In nvcpl D2 profile set
-low latency mode - enabled at ultra
-power - prefer max performance
-threaded optimization - on
for extra visual quality
force 16xAF in profile in game set to off.
Also
use 141fps limit and vsync
set windowed fullscreen instead of fullscreen.
The biggest performance gain in destiny 2 is disabling mouse smoothing for desktop and turning LL off - in terms of input and responsive play. This needs to be done even tho it says so ingame, in d2 options, that it's disabled, once set manually in config file its ok.
Low Latency mode is featured both in gpu driver and ingame.
Maybe try techpowerup counter control 1.2 and see if you're affected by defender timer clock. I was until I switched AV, but then I didnt have such fps drops. Only one particular with steam screenshot mode, it would cap my fps around 90ish fps then.. Restarting the game fixed it.
