I think Frenzy is one of the best perks for a gun, here's why
Frenzy requires 12 seconds in combat to initiate a 7 second buff which grants the weapon a 15% increase in damage.
ALSO:
doubles reload speed and gives +50 handling for 7 seconds (stays active as long as you stay in combat [5 second window]).

What's good about this is, you don't need an actual kill to activate this perk unlike swashbuckler, adrenaline junkie, rampage, etc. So, you get double reload speed, faster weapon switching, and 15% damage increase just from remaining in combat for 12 seconds, and the timer refreshes back to 7 seconds as long as you keep staying in combat. Staying in combat means doing or receiving damage. This is extremely useful for pve. Also, it's actually only 5% less damage than a stack of 2 kills for rampage, since rampage is only 21% at 2 kills. Max rampage is 3 kills for 33% damage increase but it disappears after 3.5 seconds.

GET FRENZY ON YOUR WEAPONS. Scroll to the bottom to see what perks are good for the snipers, linear fusion rifles, grenade launchers, rocket launchers, etc.

Because team members can take your kills, this can easily cause perks like adrenaline rush, rampage, swashbuckler to just fail because of how low their timers are. But if you had Frenzy and hit that enemy 2nd to last before it died, Frenzy would remain active, allowing you to reload fast, switch weapons fast and keep the 15% damage, and all you'd have to do is hit a single bullet on another enemy to keep it going. This is extremely consistent. This is what you want, it's good when there's only a boss to shoot at too! You can also have multiple weapons with Frenzy so when you switch weapon the perk effect carries over.

Frenzy isn't good for pvp though, so here's my opinion for what to do for pvp.

The damage-from-kill perks aren't gonna be useful for pvp, weapon control is. Stability, faster time to aim down sights, reload speed, etc. I would say stability for recoil is the best thing to have for pvp. Let's face it, if you had adrenaline junkie, this only gives you like 6.6% damage increase after a kill unless you kill with a grenade to get the max stack instantly. But getting a grenade kill in pvp, it's just not easy to do in pvp because grenades aren't like Call Of Duty damage, they don't kill unless they hit on very weakened targets. Grenade kills in pvp, they tend to happen mostly out of hope. You throw it, hoping the opponent is unaware of it. And even if you do get a kill, what then? The timer for perks like rampage, adrenaline junkie, swashbuckler, they only last 4.5 seconds. That'll run out before you find another opponent, and even if you do find another opponent, you're likely on low hp from battle so you should be running to cover. This makes the perk pointless.

Go for the perks which make weapons in the game feel extremely comfortable to use but just accept it if a weapon isn't powerful enough for the pve enemies you're trying to kill, AND STORE IT IN YOUR VAULT. That weak-for-pve weapon you're sad about being weak might be hella good in PVP.

This rule doesn't apply for weapons like grenade launchers and rocket launchers because these weapons just need to hit big.

Here are some perks I recommend:

Frenzy, Vorpal, Disruption Break, Box Breathing, Lasting Impression

Frenzy (stay in combat 12 seconds):
15% damage increase + double reload speed + 50 handling, all for 7 seconds. Timer refreshes back up to 7 if you continuously stay in combat.

Vorpal (doesn't require a technique, it's a fixed permanent effect):
20% damage increase for primaries
15% for specials
10% for heavies
Works against Minibosses, Champions, Bosses, and Vehicles in PVE.
Works against Guardians using their super in PVP.

Disruption break:
Breaking an enemy's shield makes them take 50% more Kinetic damage.

Box breathing (for snipers and linear fusion rifles):
31 - 37% precision damage increase after waiting 1.5 seconds while aiming.

Lasting impression (for rocket launchers):
Will make the blast radius up to 100 (usually) but the rocket sticks to a surface or enemy before detonation. This is good for pve but bad for pvp. In my opinion, just don't use rocket launchers for pvp. Grenade launchers and machine guns are good for pvp.

So, yeah, hope this helps simplify what perks to aim for on your weapons.

What do you use? I've detached myself from swash, adrenaline and rampage because they just aren't good if you have to rely on a kill to get them going, especially in harder content.

One for all sucks, no one wants to shoot 3 different enemies before it activates. And then when it does activate, it only lasts 10 seconds for 35% damage. This is bad because what if there just isn't 3 enemies anymore? Then you have no damage buff for the boss. Also, maybe you don't want to run around finding 3 enemies all the time just to get damage? That takes away time spent on shooting the boss. Go with the Frenzy, become one with the consistency.

Agreed! It's great on most weapons but rocket launchers and grenade launchers are different. Snipers and Linears just need box breathing, imo.

That said box is kinda useless on most linears. They are desperate for as much damage boost as possible and ammo perks. Box takes forever to proc too. Snipers, maybe worth it, but snipers in general are eh in pve.

i use incandescent, destabilizing rounds, voltshot, kinetic tremors, etc on my primaries

stuff that causes aoe damage

adrenaline junkie is a really good perk combo paired with demolitionist

I like frenzy as well. Basically makes any gun it's on feel better to use. It's a bit outclassed nowadays since so much of the game has shifted to builds that have a lot of synergies with elemental effects, so the opportunity cost of not having them hurts the perk a lot. That being said there are some perks that have elemental effects and frenzy like posterity which are really good.

Really depends on the gun. For a DPS weapon, the setup is oft too much and leads to you having no damage boost for the first bit of damage, but for a general use weapon such as a Hand Cannon, the reload + damage boost is great.

Of the 4 frenzy weapons I have, 3 are SMGs (Submission, Funnelweb, Blood Feud) and 1 is a Hand Cannon (Fatebringer). Frenzy is really good, but for a very narrow purpose.

seeing as i can throw about five grenades a minute (minimum) and my melees do double damage just for breaking shields i think i'll stick with adrenaline junkie and swashbuckler

Not commonly, but also not "never". There are many DPS weapons that use Frenzy for the handling boost.
