Lightning surge requires you to sprint, slide and melee during the slide to activate it. I recommend using the basic "chain lightning" melee instead if your goal is to jolt more enemies for your quest: chain lightning jolts the first target hit, deals less damage and is thus less likely to kill the target (allowing you to then deal the required damage to trigger the jolt) and is easier to handle.
Once you apply jolt to a target (ideally one with a lot of health) you activate jolt by continuing to damage the already jolted target.

♥♥♥♥, really anything that triggers Jolt instakills everything.
Somehow I managed to finally get it to 100% but ♥♥♥♥♥♥♥♥♥ man.
Also, still can't get Lightning surge to work. Only managed it once. I'm sprinting, gliding, then meleeing. Don't know wtf am I doing wrong.
Sprint, SLIDE then powered melee. Gliding is when you double jump into the air, Sliding is when you crouch while sprinting.
thanks a lot man, will try it next time
