xenology quest
can you claim the exotic cipher from the xenology quest even when xur is not there? can i claim it from another vendor l or will i have to wait until xur comes back to get it

If you have Legacy Pack DLC, you can use the Monument in Tower to also Claim a vareity of Exotics.

You an only claim the cipher from weekend Xûr but doing so will also count as completing that week's quest which means you won't be able to complete the quess again on the week you turn it in. If you want to do the quess every week then you need to complete it and turn it in the same weekend you acquire it.

You don't need the Legacy Pack to interact with the Monument, to claim exotics you I ly need the individual DLC there associated with. That said OP is asking about acquiring the cipher not where it can be used.

Anybody who had any of the included DLC before that collection wa savilavle for whom it may not be cheaper, anybody who is only interested in a particular DLC, anybody who wants the Forsaken Pack which is no longer included on that collection just to name a few. Regardless of the logic behind it my point still stands.
