How do you get the techeun ghost skin?

If you mean the Guardian's Angel one, that's from the Season Pass for S20. Although it'll probably show up in the Eververse bright dust show at some point.

the tech witch shell

its from resetting the war table in the helm (1) time, there is a glitch that gives you a ship instead, so i have yet to get that shell either
