You can learn patterns from seasonal weapons, and from the Throne World and Neomuna weapons. You can then make those yourself. In most cases, you'll need 5 "red border" weapons in order to learn the pattern.
The weapons you create start out with only a few perks available, but if you level them up (typically to somewhere between 14ish and 20ish) you get access to all the perks the weapon has available, including some advanced ones. So, over time, it's possible to create exactly the variant of a given weapon that you want.
One of the key weapons you can create is the Exotic SMG: Osteo Striga. The Osteo Striga pattern is a reward for completing the Witch Queen campaign.
But there are lots of other good ones as well.
Note that this requires a variety of specialized materials as well.
Edit: Re the Relic: You just step up to it and hit "interact". You'll have a choice to "shape" or "re-shape". Shape creates a new weapon, Re-shape can be used to upgrade or alter an existing one.
There's also a secondary station at the relic off to the left, that sometimes has quests and will give you some starting materials. My recollection is that that's where the pattern for Ammit AR2 comes from.
It´s on Savathun´s Throne World, as Mars doesn´t exists as a destination.
