in order to access any of the raids or new sub class ( strand and stasis ) you will need the DLC/Expansions that goes with that raid or sub class.

Lightfall - RON & Strand
Witch Queen - VOD
Beyond Light - DSC & Stasis
Shadow Keep - GOS
Forsaken - Last Wish

Yes you do but if people don't specify what aspects of the game they're interested in we can't really advise them on which DLC is appropriate for them.
