The Witch Queen Dungeon Key is an in-game purchase and is not included with the purchase of the Witch Queen DLC.
As a solo player doing dungeons for the most part is fairly out of the question and if they were included in an expansion thusly raising the price of said expansion I wouldn't really like it since it's content I'd likely not touch
Well, dungeons are designed to be completed solo and Bungie excluding them from Seasons/Expansions hasn't made the cost of this content to go down as a result... in fact, the prices keep going up for Expansions year over year and they just increased the Season passes by $2 as well.
Dungeons used to not be normal content, we would get one a year at most, included irregularly with the loot being the same as the planetary stuff. Now we get 2 dungeons a year and they have unique loot. More content = more cost.
You just assumed something was included in what you bought and got mad that it wasn't?
Shattered Throne was included as part of the Forsaken expansion and still requires you at least own the Forsaken pack to access it and Pit of Heresy was part of Shadowkeep and still requires you to own that to access it as well. Both of those expansions cost less than Witch Queen or Lightfall and neither of those expansions offered as much content as what Forsaken provided.
The Prophecy dungeon was the only freebie that was part of a season and was only even supposed to be available for that one season but they opted to keep it in the game (which is why it is the only dungeon available to free to play players).
While true that Shattered Throne didn't offer any other weapons aside from what could be obtained through other means in the Dreaming City, Pit of Heresy is the only way to complete the quest to get Xenophage and originally the pulse rife (can't remember the name off the top of my head - the void one that is Hive themed) would only drop from the plate encounter though that has since been changed.
There really isn't much excuse to piece meal the dungeons to people that don't buy the digital deluxe edition of an expansion. It would be more consumer friendly to just up the price of seasons to $15 and when a dungeon is released, it is available to anyone that purchases the season pass that season. Charging $20 for a single dungeon plus an additional $12 for the season is just Bungie being greedy.
It's $20 for 2 dungeons. I think that while it could be cheaper, the dungeon pass system has led to better dungeons more often with better loot, so them only being in the deluxe edition is somewhat excusable imo.
If every season pass was $15 but dungeons were included, seasons without dungeons would just cost $3 more with no bonus, putting extra costs out across all products is less consumer-friendly than an additional product.
