Aim assist is how accurate you need to be with your aim for your shots to land.
I would prioritize Handling first, up to the point that you're comfortable with how your weapon behaves to your controls. There are mods and weapon perks that can also affect those behaviors, so it's up to the roll you have and what you're comfortable with.
I find myself valuing Handling a lot more after having tried a few weapons where the speed was so slow, I was losing fights because I just couldn't shoot my gun before the other person could theirs.
Aim assist is nice, but there are so many desync, lag, and connection issues with the server that it can be hard to notice if it is having an effect in PvP.
I too tend to favor handling because of the reasons you mentioned, but I've also found some guns with like extremely low handling still ready relatively fast so :S
