Can't find Terminal overload keys
Been running terminal overload, opening chest, and doing patrols and I'm not getting any keys at all. been running around the incursion zone for hours and haven't gotten anything. The only key I can get is the one from the bounty. Am I missing something? Is there something I need to do start collecting keys?

Step 1: finish the campaign on that character
Step 2: finish "Welcome to the Hall of Heroes" Quest

after that doing patrols and public events should fill up your key stash pretty fast

Just got to a quest step in From Zero that required me to get a key. finally got one from the chest.
