Mouse not working in-game?
I haven't played this game since BattlEye was added a couple years ago but had no issues with it before then. Just reinstalled and launched the game with BattlEye for the first time and the mouse barely works, it just stutters slowly across the screen to the point that I can barely even select a character or navigate menus, much less actually play the game. Is there a fix for this? I'm using a Razer Basilisk V2 and using Razer Synapse to configure settings for it. I saw one post that said to lower your polling rate to 125 Hz and that seemed to slightly improve performance compared to 1000 or 500 Hz but it was still absolutely unplayable.

Does the issue persist in windowed or windowed fullscreen mode, with synapse on/off/uninstalled?

The issue persists regardless of windowed/windowed fullscreen mode. I exited Synapse and Razer Central and launched the game without them running, issue still persists. I haven't tried actually uninstalling the Razer software yet.

I am noticing that scrolling in the settings menus is also affected, and it seems the game isn't reading mouse inputs fast enough - if I scroll one notch on my scroll wheel at a time it scrolls reliably, but if I scroll faster it doesn't register.

Apparently the issue was being caused by the Realtek Audio driver and wasn't limited to Destiny 2, I started to see the same issue in other games randomly - games I had played with no issue within the past few hours would suddenly start doing this. Seems it was being triggered when my system default microphone got changed to my webcam and anything tried to access the microphone. Changed my system default back to my headset and problem went away.
