been on that screen for 15 minutes.... logins are being trottled.... they might as well say: we pretend to be back online so you guys wont complain its taking too long but were not back so f'off.

Throttling is Sony's big MO no surprise that Bungie has taken a page out of their book here. Then again every single major update has been like this since the days of D1.
