Starting a clan...
I went to Bungie to start a clan and get this message... "Your account does not meet the minimum required Destiny progress or account age to create a new clan". I looked online for the necessary requirements and it says, "Profile must be at least 30 days old and you must reach the tower first". Did that... I meet the requirements... Could it be the "Bungie profile", not my game profile?

Yes your Bungie profile needs to be order then 30 days.

So my steam account was made last year and I set everything up a year ago and it's cross saved with my Xbox account that was made in 2017 and I'm still getting the same prompt.

You need to have an account with Bungie for 30 days before you can start a clan...

It can't be done "in game". Has to be done on the website.
