Best expansion is always the most recent one as it is the most relevant to progression.
Campaigns and their destination pre-shadowkeep are no longer in the game as they were never ported over to the revamped engine. They announced that this is not going to happen again with expansion content moving forward. You need the appropriate expansion to play their campaigns and then simply need to unlock and travel to their destinations to start.
Seasonal content and story lines are removed from the game at the end of the expansion year, so the only ones in the game right now are from this season and the one before that.
Escape->Directory->Quests
Then look over on the left for "New Light: A Guardian Rises!" See what it tells you to do next.
Odds are, it will tell you to go down to the Cosmodrome area and talk to Shaw Han and complete some quest objectives.

Now look on the bottom of the screen, just to the right of center for the Cosmodrome area. Click on it and hit Launch.
You don't. Those are no longer accessible.

Over on the upper right is an archive icon. You can click on it to see an overview of the story you missed, but that's all that's still accessible within the game.
The earliest story missions still avallable is Shadowkeep (the expansion after Forsaken). You start that by going to the Moon on the Destinations screen. Be aware that while you can play the introductory mission, most of the story campaign is behind the Shadowkeep paywall.
The Legacy Pack gives access to Shadowkeep, Beyond Light, and Witch Queen, the three extant older campaigns.
Last 2 questions:
(1): Does Power actually matter that much that even if you increase it by 5 you gonna feel the difference of damage and defense?
(2): Does this New Light campaign come from the last expansion or?

Yes it matters, but ... no, 5 levels isn't too likely to be enough to feel the difference. And there's more than just Light level involved.
There's the number of stat points on your gear (good legendary (purple) quality gear should have at least 60 stat points). There's what mods you're using (which gets into the rather complex issue of specific builds). There's what spec you're using (each season has featured specs, so what's "best" tends to shift over time). And finally, there's the perks on your weapons.
If you find good weapons (and armor) you can infuse it to raise the Light Level. For example, at least three of the armor pieces I typically use are from the Season of the Worthy (S10), and I've just been carrying them forward and upgrading them from season to season.
New Light: A Guardian Rises! is the standard introductory quest. It's available to everyone and is not directly associated with Lightfall (which is the newest Expansion). It's normally done in the Cosmodrome.
