Even if you do everything perfectly, there're still better and more forgiving options.
That preatty much summarize why no one uses whisper anymore.

well, there are more but these are probably the best exotics right now..
B&S Cataclysmic is a better Whisper with higher total DMG and almost the same DPS. Two-Tailed Fox if you're the only person applying Jolt. Grand Overture is good, but it can be annoying to manage for some. Firing Line LFRs are still decent.
Swap combos like RL/GL/B&S Cata and Cloudstrike/Izanagi/Lucky Pants are great, but you need to get used to rotations.
Merciless, Sleeper and Xeno are good options in general, but they lack reserves and need a backup weapon.
Gjallarhorn is a support/AOE weapon after all those nerfs. It's on par with good High-Impact RLs, maybe a bit better in 10sec window due to mag size, but total dmg is lower and you run out of ammo fast.
think it just got an ammo buff too
