Why are Lightfall enemies complete bullet sponges?
Fighting anything elsewhere in the game is somewhat straightforward, but most enemies on Neptune, and especially during the story are just complete bullet sponges.

It's artificial difficulty, they aren't actually difficult to go up against, they just take more damage therefore must be difficult.

I'm going through the Legendary story of Lightfall and I'm trying to clear out the CloudArk of Vex, and they just tank sooo much damage, even basic monsters take an extra hit or two.

They tried something somewhat new in Neomuna (and various other activities) this season, where they cap your power advantage against enemies more aggressively. You may notice that the enemies in Neomuna have sword icons, meaning they are more than 10 power above you; that will actually never change, they are locked there (or more accurately, your power is capped below them). While your power advantage against every enemy in the game is also capped, it is capped much higher (somewhere between +10 and +50, depending on the source I looked at), which is why everywhere else is easy in comparison.

They specifically mention this in the legendary campaign modifiers, that your power is capped below the level of the mission. That is the main reason why you take more damage and deal less damage than you would on normal, which can result in bullet sponges, especially if you aren't using high tier equipment and builds.

they're perfectly fine and back to "normal" after you've geared up
