How to claim 30th anniversary pack

I bought it, but i dont see it in my inventory. do i need to be certain level to unlock them?

Visit Xur, at the Eternity node on the Destination map. Xur should have the instant unlocks, which are the Streetwear ornament sets. You should also be able to pick up Gjallarhorn's quest from him too (but if you're relatively new, Shaw Han may have it instead).

Everything else from the pack has to be earned, from the chests in Xur's room, or the Vidmaster seal triumphs.
