No, that is Terminal Overload. Vex Strike Force spawns a bunch of Gate Lords(Giant Minitours) around the map you have to kill before the timer runs out.

Whenever the Vex Incursion and Terminal Overload zones overlap (which was the case yesterday) the Vex Strike Force event won't spawn.
