Was running some friends through Presage and they were having them drop pretty consistently, with one seemingly guaranteed on the first normal and legend clear, but could also just be pure coincidence.

I think the OP was querying more on the Opulent weapons and such that are also in the drop pool, things like Calus Mini Tool etc.

Looks like you get guaranteed red border drops on reset days for normal and legendary clear. After that, yes, you can farm them as much as you can but the red border after that are pure rng.

Also I did not see any difference on farming it on legendary.

Farm as much as you want, only guaranteed red border is off the first runs on normal/legend. You'll have to wait 3 weeks though to farm again.
