how do i know what expansions i have

On Steam, on Destiny 2's library page, on the right there is a DLC section. Click on 'manage my DLC' and it will show you what you own.
A simpler view can be seen in-game, in Eververse. There is a page for expansions and it will show which you own.

that is very odd i bought dlc but its not even there there is no such thing as manage my dlc

Do you remember if you specifically bought the DLC on Steam? If you bought DLC on another platform, such as Xbox or Playstation, then it won't carry over to another platform or PC, DLCs are platform-locked.

in destiny itself:

eververse shop shows you on the bottom tab what expansions you own.
destinations ui shows you what seasons you have/bought

There is always the store page for destiny, it usually lists DLC's and says which ones are in your library

If you want to check in the Steam library, right click Destiny 2 and select properties and then click on DLC and it will list them.

In game: Top right of the Destinations tab shows a timeline, timeline says what DLC you own. If there is an issue there, it's maybe a Bungie support problem.
Out of game: Steam's DLC tab on your profile/game properties. If there is an issue there, it's definitely a Steam support problem.
