A simpler view can be seen in-game, in Eververse. There is a page for expansions and it will show which you own.
Do you remember if you specifically bought the DLC on Steam? If you bought DLC on another platform, such as Xbox or Playstation, then it won't carry over to another platform or PC, DLCs are platform-locked.
eververse shop shows you on the bottom tab what expansions you own.
destinations ui shows you what seasons you have/bought
Out of game: Steam's DLC tab on your profile/game properties. If there is an issue there, it's definitely a Steam support problem.
