The only thing I will question though is will they keep the "melee reload" quirk, along with "dealing damage refreshes melee ability"?
What do you mean? If you are referring to the PVP fiasco, no, this had nothing to do with it; this was already in the works, and many players were speculating the Monte Carlo was up next for a Catalyst.
Monte Carlo could not possibly possess enough power to get a nerf. It could never deal as much damage as a syntho bonk hammer titan.

I mean, the video shows 116K damage, a synthoceps 1-2 punch bonk hammer with tractor hits for about 100K-ish damage, and I assume that the Monte Carlo bayonet will not be repeatable in the manner bonk hammer is. Given that the bonk hammer is an ability, regens your HP, and has yet to get a substantial enough nerf to make it no longer meta, I don't think that Monte is in any danger.
I use the Monte Carlo, since I find it a nice staple item if you don't have anything else to use. Well rounded stats, its an auto rifle, enhances melee capabilities; what more could you ask? No, it isn't useful in PVP, but PVE is a nice home for the high B-Tier gun.
That, and maybe its recoil pattern fixed.
I wouldn't rate it so low. The Monte Carlo would be placed around 6.5 or 7 out of 10. The only reason for its rating being here is that melee builds are frowned upon, but depending on Class and Sub-Class will depend on if it is a make or break. For example, Stasis Hunter, Void/Solar Titan, and Solar/Arc Warlock are pretty fun for melee builds.
Even if you aren't running a melee build, it is still a good back-pocket item to have if you can't decide on what to run as either an Exotic or as a Primary option for Champions. It is far from great, however it is FAR from being useless.
