Artifact power bonus
Lets say all of my gear is capped and I got enough artifact power levels to reach 1826. If I raised it to 1827 would that make a difference while doing legendary content or does it need to be 1830?

It doesn't need to be anything more then what is necessary to start the activity you want to do. But it does make a difference if the activity is a certain level around where your gear/seasonal level is. Small percentages makes a difference and all that.

So an increase in 1 level will improve damage and defense?

Yeah but its bit more complicated then that, all tho the sentence is correct by itself.
An activity can be capped at a level. But your weapons and armor have an ongoing seasonal cap by themselves. So the activity cap if that is higher then your weapons level, and thats usually the case with nightfall from legend and up etc. - Then your missing out on effective level in that area. It takes XX seasonal levels or whatever, to give you 1 power level bonus.
To state the obvious. So your seasonal level, is not the same as your weapons etc. Weapons level by itself is much more then 1 seasonal level.
But i havent done any recorded tests or whatnot, but everytime levelling up a weapon for an activity it just does that bit more dmg, and some weapons suddenly become useful where as before was utterly garbage. Now if your running regular hero nightfall, and all your gear is above the activity - then both your seasonal level and item level are maxxed out for the activity level cap, which is 1765 rn or whatever.

Not substantially, but yes. Of course for most (solo) legendary content, you aren't required to be at the exact pinnacle cap in order to complete it; although note it is fairly harder than being at said level.

For legend and master content, a lot of it locks you off at 1815/1820 and therefore your gear is worthless past 1810 base + 5/10 artifact.
