For this season specifically, only 2 of the Nightfalls should be DLC restricted. That's the Corrupted (Forsaken) and Lightblade (Witch Queen). Not entirely sure about Psiops: Moon, but it should be available to everyone.
"Warden of Nothing" and "The Corrupted" require Forsaken
"The Scarlet Keep" requires Shadowkeep
"The Glassway" requires Beyond Light
"The Lightblade" and "Birthplace of the Vile" require Witch Queen
"Hypernet Current" requires Lightfall.
Not sure if Proving Grounds also requires a DLC, since that released during a season. Or the Battlegrounds, for that matter.
Some strikes are free to play and you can launch those if they're the week's Nightfall. Last week's Nightfall was Devil's Lair, which a strike anyone can access regardless of what DLC they have.
This week is The Corrupted, which you cannot launch unless you have the Forsaken DLC.
Vanguard Nightfalls rotate around with this weekly reset, last week was the Devil's Lair Nightfall which is free for all players, and now this week it is The Corrupted Nightfall which was a part of the Forsaken DLC
