Unable to Reset Vendor Rank

I maxed myself out with a vendor, but I can't claim the reset reward. This is a little infuriating since it is saying I "did not claim my previous rewards", but I did. I can't see it being all of the Engrams I have, since I never had to dump all of them before.

How do I fix this issue?

make sure u claim all of the enhancement prisms and ascendant shards and are not full in your inventory

This was the issue: it looked claimed but it wasn't.
